As for Redford's excuse that she didn't know, she had a reputation of running her office with an iron fist and being one of the most unpleasant persons to work for as it gets.
I very much doubt that she didn't know.
The PC's have to show some integrity and drag her in front of a very public commission.

I'm starting to wonder if she had a "I don't want to hear it" type situation with her handlers. She'd made her expectations clear, for example unfeathered access/use of the government plane, while wanting absolutely no details or excuses as to why an expectation wasn't met.
So her staff starts cutting corners, exploiting loopholes and just generally beating around the bush to avoid confrontation. Any potential legal repercussions were less feared then having to explain why there were other officials/employees on the plane?
It's honestly the only scenario I can think of where "I didn't know" makes any sense here. Her staff/handlers feared for their jobs so they bent over backwards to ensure they'd be meeting her travel expectations.
