I remember King saying once after he was hired that they would never go down the 'save the Flames' type road again. He wasn't in place for that, Bremner was, but regardless. He said the fan base had stepped up and now it was managements/ownerships turn to do their job.
Of course they will try to get as much as they can from the various levels of government. But I do think they know a 'hard sell' might do more harm than good.
