I don't think its enforced segregation though. A lot of these immigrant communities impose segregation on themselves and have little interest in integrating into their new societies. As well its starting to sound like the radicals in those communities have taken control of the schools and religion there.
The only way around that is forced integration, where you don't allow them to form communities, but dictate where they can live. Or you have the governments taking firm control of the schools and providing oversight into the curriculum.
