My opinion is that that is an e-bike and not cycling in the traditional sense. It is as much a bicycle as the Sinclair C5 is a bicycle (I've thought about getting a real recumbent bike before).
That does not detract from it as a valid mode of transport and vehicle that is in many ways superior to commuting in a gas-powered car. I have seen similar frames around town but I have the feeling a lot of traditional cyclists won't be big fans of that style regardless of electric-assist or not.
I would just say that if you are riding a 55 lbs e-bike at an average of 40 kph on bike lanes/paths, I'd try to stay out of your way!
