If she was born in Canada, she would have a Canadian birth certificate and therefore have Canadian citizenship and easy proof of Canadian Citizenship as Canada immediately grants it to anyone born in Canada. She would just need to take that Birth Certificate to any Service Canada office and apply for a SIN, no further proof.
If she has an American birth certificate due to being born in the US to Canadian parents, then it would be more difficult to prove the Canadian Citizenship.
