Then offers a discounted price with a larger dollar savings, why not just have regular lower prices?

Take for instance Smartfood white cheddar popcorn, Safeway regular price typically around $4.79.

Other store's regular prices is between $2.99 and $3.99, and when on sale it's either $2.49 or even $2.00 for the same exact bag.

Then it's finally on sale at Safeway is 2 for $8.00 or on the rare occasion $3.49 each.

Continually jacking up the regular price and attempting to trick the masses by offering large savings (compared to your regular over-priced items).
Safeway, This is why you failed.
I agree. Their "regular" prices are usually through the roof. I used to shop at the Superstore (lowest prices) but then with all the media coverage on the rats in their stores I didn't think it was as sanitary as it used to be

Sobeys is pretty expensive as well and although I'm not familiar with their rewards program it sounds pointless

My guess is Sobeys and Co-op could take the crown for highest price on most items
