I thought the same at first too, but I was reading last night (and am having a hard time trying to re-find the article) that these countries along the possible flight path don't actually do constant monitoring. India themselves admitted that the radar is on a "as needed" basis as opposed to it being constant.
There's the thought that countries will be embarrassed to admit their actual radar coverage and the fact that an airplane just wallowed through their airspace unchecked.
