Yeah I bet that is the case.
I know that insurance is a hassle. I know a fella that was playing pro-rugby in Wales in the 90's and he could not play for Canada because they could not afford the premuims for the insurance his pro team required to release him.
I suspect that the NHL negotiated this into the agreement to let their player go.
