Well, there are differing thoughts on that, personally I think our system works pretty good. It's not perfect, but it's pretty good. But that's a whole other thread.
How it affects this though, is important. Often those that torture or kill animals go on to do that to humans. And even if you aren't dealing with a psychopath, and merely someone who is irresponsible and cruel, it could still point to other illegal behaviour.
In short, taking crimes like this more seriously, could help the justice system as a whole, and keep people safer. And it would be a fairly simple start, as opposed to rearranging other more complicated parts of the criminal code.
