I guess the 11 minutes only include the time of running and passing the ball and exclude the time linning up in the line of scrimmage.

Yeah it totally neglects the actual time before the snap setting up the play, which is really quite important. On 4th and 1 it's not like the 45 prior to the snap are wasted, there is the anticipation of the snap, the QB trying to draw them offside with a hard count, motion, audibles. The article seems to ignore those aspects of the game.
