Yeah it totally neglects the actual time before the snap setting up the play, which is really quite important. On 4th and 1 it's not like the 45 prior to the snap are wasted, there is the anticipation of the snap, the QB trying to draw them offside with a hard count, motion, audibles. The article seems to ignore those aspects of the game.
