Discussed a few pages back - Calgary doesn't remove snow (except on rare occasions) - we have a Snow and Ice Control program, which we spend $34 million on annually. Montreal has a snow removal program which costs $145 million annually despite fewer lane kilometers. We too could do snow removal with 4 times the budget - that would mean roughly a 9% increase in property taxes. I imagine we'll increase budget by some amount in the next budget cycle to deal better with the more extreme situations like we've seen this month, and also change some protocols including how to deal with windrows, snow drifts, and use of private contractors.
But I do think it's fair to say the program has worked much better in more normal circumstances since we increased the budget and overhauled the policy in 2011.
