Its not the current carriers that are impacted, its the future ones. They're not firing anyone, just wont rehire people as the current ones retire. I think the article says over X years, 15,000 will retire, but they'll only rehire 7,000 new carriers.
And I don't think the cutoff for home vs. superbox delivery was 1990. I've lived in two 1987 houses, both had superboxes, and a 1979 house that is still home delivered (all same community). I'd peg the change at 1986 or so based on this large sample size of reliable scientific data
