Not sure where you get that comparison. We only see the Blade runner city at night or dusk, never day like Coruscant.
Coruscant doesn't have a single smoking chimney or a single refinery flare.
Coruscant is a city planet and Blade Runners is just a city.
If you accept that in sci fi you're going to have flying vehicles and ships and futuristic looking buildings, I'm not sure how you avoid "ripping off" something that really is just using the imagined future (past technically with Star Wars). You could just as easily say; using that theory, that Blade Runner ripped off Bespin.
