My first thought when I read it was that, if he is undercover, a vast majority of the incident would have been a good way to 'get in with the group'. According to the article, he punched and kicked the SUV before driving away.
Doesn't seem like anything that I wouldn't do in a similar situation.
However, I would have likely called it in as soon as I left the scene, which he didn't do, so it's not like he is blameless in the entire thing.
