Its likely the same thing. Bear spray is 2% Caspiam pepper check what your dog spray is its probably the same product. Human Pepper spray is usually 1%. Be careful with it. Here is what Wikipedia has to say

So I was wrong you are allowed to carry it but if you hit another person with it you may be charged. I know when you buy bear spray at MEC they make you sign a bunch of waivers before you can get it.
