Well, you've got the branch of the government that makes policy paying off a member of the branch that is supposed to be the sober second thought that structures policies into law consistent with the constitution. It's corruption in that the senator owes the PMO a 'favour' and would be somewhat akin to the PMO, buying a an SCC justice a trip to Hawaii while there are cases in front of the court dealing with with the constitutionality of government laws.
Definitely corruption although a less expensive kind of corruption than adscam. Arguably this strikes more directly at the heart of how our system is supposed to work but they're both pretty bad examples of corruption.
