They seemed to have a pretty good idea who might be interested and of course knew where they were picking. Thinking he probably gets taken near the end of the first, they felt comfortable sliding to 21. Definitely a risk, but obviously they felt comfortable doing it
Conversely, their intel seemed to suggest they didn't have wiggle room this time. Who knows, maybe Montreal doesn't take him at 25. But obviously they didn't want to risk it this time.
The scouts in any given area all know each other. If it's a more obscure pick like Poirier (or Jankowski) it isn't hard to see who else is making regular visits.
Teams want to keep their lists secret, but everybody has a pretty good idea what everybody else is interested in for the most part.
And it appears that the Flames intel has been pretty good the last couple years
