I just took a look on SPIN and CP owns a lot of the intersections that they block. That means that the province owns the road on either side of the tracks but not the intersection itself.

For example, on the east side from Glenmore east.
Glemnore is a public crossing, Barlow is and the next crossing is 84th st.
Originally, Canada only took a road crossing once a mile for a north/south road and every two miles for an east/west road. Since then, most of the roads in the province have been given to the province as a condition of subdivision. CP doesn't typically subdivide so the province has had no opportunity to take the crossings.
Expropriation is likely an option but I don't know why that is not done.
