I think we're already at a point where the buyers aren't going to be tied to Glendale long-term. There will probably be conditions that the purchaser must negotiate in good faith with the City of Glendale, but I would expect any serious buyer to already have a backup plan for where to play going forward.
The league itself won't move the team. They'll sell it to new ownership, who will be responsible for finding a place to play, whether that's Glendale or somewhere else. Then, the league would approve the move.
I suspect that June 1 is the deadline for determining whether the team stays in Arizona for next year, as it was with the Thrashers/Jets move. Beyond that, the schedule is getting finalized and teams need to book their travel for next season.
