Vancouver is 7th in terms of minor penalties and 6th in majors. 2nd in the west behind Dallas.
Isnt it reasonable that more often than not they would be on the more penalized teams? Now 19 of 20 seems high but that is still within the realm of possibility.
The actual fact is that Vancouver takes a lot of penalties, no conspiricy necessary.
