They may form an opinion based on the info available to them, but in more cases than not, I would expect the background knowledge and requisite understanding is in too short supply to make the results credible enough to be actionable.

What background information could be missing that would change opinions?
The thing about running an NHL hockey is that most, if not all, the information is out there to see as the draft, trade and FA are all not only reported by the team but reported and analyzed by multiple media outlets as well.
Throw in how much Feaster likes to run his mouth and make statements it is pretty easy to get an understanding of his thinking and see the horrible moves he has made.
