I'd bet damn near anything that there was tampering, in spirit if not in letter (but probably in letter too).
I'd also bet damn near anything that nothing ever comes of it.
And I don't really have a big problem with that.
Pittsburgh made a lowball offer, and stood by it. The only conceivable reason that they would stand on a lowball offer, that they knew was not the best offer on the table, when they were obviously be willing to pay more to get the player, is because they knew they were going to get the player regardless.
