Actually teams that lose in the first 2 round are grouped together. Here's how it works:
30th: Stanley Cup winner
29th: loser in SCF
28th and 27th: conference final losers ranked by points
26th-15th: Teams that lose in the first 2 rounds ranked in reverse standings order.
So if Pittsburgh finishes top 2 or 3 in the league, the absolute earliest the pick could be is in the 24-25 range assuming they lose in the first 2 rounds. If they win the President's Trophy the earliest they can draft is 26th which is what happened to the Canucks last year.
