It doesn't seem like there's really anything to suggest that the suspect threatened anyone with the scissors in the news reports. Even in the video when it's asked why they are doing that to him a security guard responds that he hit him in his head (which the suspect denies) yet no one brought up the scissors. Now if the conversation was closer to this:
"Why are you doing this to me?"
"Cause you ####en tried to stab us with those scissors!"
"Oh, yeah"
Maybe I would put some stock into the crazed-scissor-maniac theory but I'm leaning more towards him just happening to have them on him. Also, if he did threaten a security guard with scissors, why would no charges be laid? I mean, sure there's time and all but just seems odd.

I still believe there has to be more to this story that will come out in due time...both chinook and the security company along with CPS are investigating things.
That being said...who carries scissors with them? Seriously....maybe young kids for school along with their elmers glue and pencil case, but beyond that? If someone is packing scissors as an adult, I suspect it is because of ill intentions....though i guess that will come out in the wash as well.
