At least I know that Feaster is attempting to improve the team in a smart way. (by going after the right type of player, ie. 2-way centre, 22 y.o., etc.) As for the waiver rules, etc., the NHL should have clarified things with all parties before the signing or when it was being filed with the league. Obviously, Feaster and O'Reilly's agent felt that he would not have to clear waivers. If that was not true, they should have been told that there and then.
I just hope that Jay Feaster is able to find another good 2-way centre either through the draft or maybe via a trade with a different team. Ryan O'Reilly can't be the only fish in the sea. There has to be other options and I feel better that they have finally identified the type of player that they need.

So Feaster just gets a pass for not checking himself but the NHL doesn't?
Interesting.
