A qualifying offer is a contract offer, the Flames would be contractually bound to pay ROR 6.5 million dollars a year if they made a qualifying offer and he accepted. I think you are technically correct, but there is also the option of salary arbitration if he doesn't perform to the $6.5M level. I don't think he was eligible for arbitration this time hence the hold out. So I think Feaster was smart because if he performs to that level then the Flames pay him, if he doesn't they can offer him less of a deal and then file for arbitration.
