If you think back to the start of the series and how much training Rick and his crew have done with guns, it also makes a lot of sense.
They are all trained to snipe heads off moving targets, while on the move themselves. The guys on the wall get scared when a walker gets within 100 feet. And they are armed to the teeth, on a wall, 15 feet above it. Now imagine if you have some dood zig zagging at you, in a cloud of smoke, and he just picked the head off of the guy beside you.. that is a bit different then any form of 'walker training' these woodbury guys might have had. Their pants were probably so full of piss they weren't even trying to aim.
