Any time you have money handed to you without earning it, it's likely you won't know how to handle it properly.
Let them keep the land, but it's no longer some tax free zone that doesn't have to abide by the same laws as everybody else. And no more handing out of mass lump sums of cash, it's proven to be a disaster and doesn't work.
