I don't think so. I believe Chow was the chemical supplier.
Lydia was in the meeting between the DEA and the head of Madrigal (she was beside the lawyer who tells the head of the company to say "alleged" activities), so she's likely a high-ranking person in Madrigal's American operations.
It seemed like she wasn't personally on the DEA's radar yet, which is why she was freaking out that someone was going to rat her out.
