What you speak of in the first paragraph is known as Genovese syndrome (or in layman's terms, the bystander effect). The more people present during an emergency situation, the less likely any one particular person will deem their involvement necessary, on the assumption that "someone else will step up".

A 'mob mentality' you reference in the second paragraph is unrelated to it.
