Honestly... Americans are one of the only people that place a strong emphasis on tipping. In most European countries, its usually meant to reward exceptional service, but is often unexpected. When I went over to Australia, I even had a lot of people tell me not to tip because it would ruin it for them and create a culture of tipping.
The price on the menu should be the price you pay. Anything else is voluntary. Personally, I blame Americans for having to tip regardless of the service... sh**** or not.
