Let's see. If he is turning 60 this summer, he was born in '52 and would put his "glory years" of the late teens, early 20s into the 1970s era so a "60s" party might be a bit off the mark (as a guess).
So perhaps holding a 70s theme party for him might be more realistic. Just a thought.
As for food, in lieu of presents you might consider a potluck festival of some sort.
Might leave you a few bucks to bring in some old fart like myself to DJ the event!
