No. There are only two buy out windows: In the week leading up to free agency, and a special one only following a player-initiated arbitration hearing.
It is possible to place a player on unconditional waivers for the purpose of terminating a contract, but I am fairly certain that requires mutual agreement between the player and team.

No. A contract may not be renegotiated after it is signed, and an extension cannot be signed until the final year of the existing deal. Besides, there is no reason why a player would agree to such an idea. It would cost them a great deal of money in their fourth year.
