Portland is the Tampa Bay of the WHL. They're also 3rd, not 2nd.

They are 2 points back of TC with Bartschi having missed more than 25% of their games. TC has been healthy all year with all their big guns and they still can't pull away from Portland. If he is back there they are likely the favorites over very other team. Sure their GA isn't great but it isn't nearly as bad as suggested.
I don;t think that they will cake walk to the Memorial Cup but they are at worst a top 5 favorite and likely top 2 with Saint John if Portland has all its guys.
Either way keeping him up here for the final 10 games of the season seems pretty silly when looking at the benefit he has from going back both as a player and person.
