That's exactly it. There are two idols (at least that we know of), one for each tribe. She was lucky to find an idol so quickly like that, but unlucky because she found the Manono idol intead of her tribe's idol. The card basically said "congrats for finding an idol, too bad it's not your tribe's idol, now you have to give it to somebody on the other tribe before tonight's tribal council".
My brother and I both felt like it was stupid to give it to Cumbie. If she truly wants to win the game, she should already have her endgame on her mind and should've given it to one of the men whom she believes will still be around at the merger. Somebody who won't forget the good deed you did for them and will be both willing and have the actual power and ability to return the favor later in the game.
