The fact that that's the Alberta contribution doesn't necessarily exclude that from also being the Calgary contribution. It's at least theoretically possible that the full 14B is paid extra by Calgary, and the rest of the province gets back as much as they put in.
This actually seems not unlikely to me if taxes/fees paid by companies are reported by their headquarters.
The federal gov't has more operations in Edmonton and rural areas than they do Calgary (military bases, etc), so spending in other areas are higher, whereas taxes collected would be higher in Calgary due to higher incomes.
