I think Bloomberg has actually made the intelligent decision here in not allowing protesters back in prior to the hearing (about an hour away). If the order is reversed you have to go through the whole ordeal of clearing the park again, which is clearly a major public safety issue. It's much easier to keep people out and then let them in then it is to re-clear the park.
