You're misunderstanding. The 3 seconds is to call Siri and speak the sentence and have it deliver on the request. The 1 second is the time it takes to tap 'Weather'.
I don't know, I suppose it is what you make of it. I'd rather use my phone as little as possible, and speaking to it in complete sentences to quickly get information I want seems counter-productive to that goal.
