B: It would be building within the means and budget... the extra 1% increases both.
Really if your expectation is that you never pay a dollar more in taxes I'm afried you're in for a lifetime of disappointment. Inflation increases the cost of everything and #### needs to be paid for. Frankly it beats the hell out of increasing the property tax and in many (albeit not all) instances I would find instituting users fees to be against the public good.
