I guess you are naive. Like I said, in our system, you don't vote for a party leader. It is not the PC Party's fault that the system doesn't work the way you want it to. Like it or not, the new Premier is being fairly decided.
Additionally, your argument is quite simply, wrong. This entire leadership election is a specific act of planning by the PCs. They are electing their new leader now in an effort to give their image a boost into the next election. And they will call the next general election when it is most advantageous to them. Welcome to 150 years of Canadian politics.

The policies of the governing party changes slightly all the time for a myriad of reasons. This is just another reason, and nothing earth shattering. In fact, the problem that none of these candidates are earth shatteringly different is a complaint Preston Manning made about the PC party's overall health.
