How exactly would that work? How could you increase water level globally and then decrease it again later? Where would all the extra water come from and then go to? Space?
Not to mention a lot of the things which disprove a global flood also apply to a global "semi-flood".
Ancient societies lived around rivers and bodies of water. Those things flood. I don't think there's much more necessary to explain the prevalence of flood myths in many cultures.
