I have heard many arguments on why the headlight flash should be used, but I can't see why people would not just prefer to use the horn. It just seems safer and less annoying for everyone involved, unless of course the point is to be annoying.

I suppose it is possible for a deaf person to be driving. I can pretty much guarantee that a blind person would not.
