May I suggest still having one on ones with each of them? If they are anything like me, they may possibly be losing interest or feel unrecognized. Sometimes all it takes is a manager sitting you down and asking "I noticed you were coming in a bit late, is there anything bothering you or on your mind? Anything I can help with? My door is always open".
You may be surprised how that can get an employee fired up, showing up early to start a shift. Heck, they may even tell you what's causing them to show up late, making your job a hell of a lot easier.
A nice professional and indirect way of trying to find a solution to the root of a problem.
