1. I assume it would be very easy to get a city/police force to agree to this as a test. Especially if the company, VW in this case, tossed in a bunch of extra money to administer it.

2. If you noticed in the video (at 0:46 - 0:48), that zone was a school zone, hence the 30km/h speed limit. If you think 25km/h in a school zone is way too slow, I hope you never drive near my house.
