One might argue that those are all different circumstances, but they are all very regular occurring instances of vehicles travelling at less than the speed. limit. Also, it is a speed LIMIT. It is not a YOU MUST DRIVE THIS SPEED AT ALL TIMES OR ELSE!
(Disclaimer: I do NOT condone people doing 60-70-80 in the right lane on any highway, but 80, 90, 100 is quite common and a fact of life.)

Of course there are going to be exceptions. I think it's painfully obvious we're talking in general terms here, mostly about strugglers that have a general lack of awarness about their surroundings and as such, inconvenience others
and make the roads more dangerous in spite of thinking just the opposite.
But yes, sometimes farm equipment will be going slower. Excellent point.
