Seriously? You call him r-tarded and after you make a statement like this?
1. Big trucks
2. RVs
3. Car with issues and trying to get to a gas station or safe place to pull off, and yes, has his fourways on.
4. Car riding on his donut which may have a listed speed limit on the tire sidewall which happens to be lower than the posted speed limit on the highway.
5. Bus (some older buses in the city I have noticed only do 80-90 on Deerfoot and sometimes in the middle lane.
One might argue that those are all different circumstances, but they are all very regular occurring instances of vehicles travelling at less than the speed. limit. Also, it is a speed LIMIT. It is not a YOU MUST DRIVE THIS SPEED AT ALL TIMES OR ELSE!
(Disclaimer: I do NOT condone people doing 60-70-80 in the right lane on any highway, but 80, 90, 100 is quite common and a fact of life.)
