Exactly, the writing is so amazing on these shows its all that matters. In a show like Mad Men which concentrates on the conservative nature of the late 50's-60's, the lack of swearing in the dialogue seems in keeping with spirit of the show.
Breaking Bad has bleeped lines and fuzzed out nudity in some episodes, but given the nature of the business and people involved it would be realistic for the characters to be profane.
The writers for both of these shows know that its not HBO, and have the ability to write around that absolute freedom- doing it brilliantly.
There is so many terrible shows that just jam in the snappy profanity with T+A, where the bad writing can't be overcome and the attempts are totally obvious. Then you look at a show like 'The Wire', and realize that it wouldn't have been as good as it was it was on ABC,NBC,AMC, etc.
