No, the other way around: If Miami had a bad contract, Toronto could take it for free regardless of cap. 
Some examples would be, say, acquiring a complete bum of a contract plus a cheap, valuable player or pick, such as getting Stojakovic and Collison from New Orleans, or Brand and Turner from Philly without moving back any big assets. Or picking up a good but overpaid player, such as Arenas. Another suggestion I've heard is that the Raptors could target Tony Parker (I'd love this, although I'm not sure if we have the assets to make it appealing to San Antonio). Or possibly the best use is to hold onto it until next July 1st, then use it to swing a sign-and-trade to acquire a UFA player like Kirilenko (or Yao Ming, but that's wishful thinking).
