I disagree on that point, but it is contingent on having a universal, mandatory, and convenient recycling program. In the city I live in every house gets two wheely bins, one for recycling, one for garbage, rather than it being some optional program. There's no reason to huck your empty beer bottles in the garbage bin sitting right next to the recycling bin, so there's no reason to have a refundable bottle. But the convenience factor is key, recycling is picked up same bat-time by the same bat-truck as the garbage, there's no optional fees, and you're getting a recycling bin whether you want one or not. I'm not talking about some idea here, I'm talking about real-world practice that has been implemented for years and actually works.
