It wasn't until it became apparent that there was going to be shortage of the vaccine did the govt start asking that healthy individuals to stand aside and let the high risk groups get thier shot. Funny how you missed that.

How about having someone walk the line outside telling people the shots are for high risk people right now. That wouldn't cost a lot.
